How Touchstone designed the processes, quality systems and governance behind a major New Zealand data centre operator's build programme.

The challenge

A major New Zealand data centre operator was delivering a growing programme of work, from small asset upgrades through to full greenfield builds. Every project ran on tight schedules, drew in many contractors and vendors, and faced the rigour that data centre commissioning and hyperscaler tenants demand. They needed a consistent way to set up, control, and evidence delivery across every project, rather than a different ad hoc approach each time.

What we did

Over four years, across the operator's transition from a corporate business unit to a standalone data centre company, Touchstone designed the delivery and quality backbone for the programme:Quality management systems, including ISO 9001, built to fit how you actually work.

  • A data centre project lifecycle framework with gated governance, scalable from minor upgrades to greenfield builds.

  • A construction quality management framework, including a project quality specification, tailored NZS3910 conditions, and a standard handover document structure.

  • A commissioning assurance regime, defining Critical Infrastructure Systems and a Master Inspection and Test Plan covering FAT, SAT, Level 1-5 and integrated systems testing.

  • A SharePoint document and records management system.

  • Project start-up reviews and an audit process aligned to ISO 19011.

  • Hyperscaler SLA gap analysis, company policy development, and an ISO 27001 gap analysis.
